PUTIN INSTRUCTED THE OFFICIALS TO CARRY OUT THE REGISTRATION OF PETS

Vladimir Putin instructed the Cabinet of Ministers to develop amendments regarding the registration of both pets and animal populations without owners. The task must be completed before the winter of 2021.

In addition, the importance of introducing a response system in the presence of the citizens’ complaints about the circumstances of causing harm to the life or health of animals or the threat of such infliction has been indicated.

Among other things, the document will include rules that determine the specifics of both the ownership and disposal of animals that do not have owners.

The amendment should apply to the organizations working with animals and municipalities. The bill should reflect the issues of transferring pets to owners, as well as the moments of responsibility of companies and municipalities.

In addition, Putin pointed out the need to regulate work in the field of animal breeding, to determine the procedure for transferring them to shelters in a situation where there is no possibility of further keeping or if the animals are removed from their owners due to improper handling.

In addition, the President instructed to make efforts to form a responsible attitude towards animals, to develop volunteering and charity movements in this direction.
