The corresponding proposal, following the chairman of the lower house of parliament Vyacheslav Volodin, was voiced by the head of the State Duma Committee on Information Policy, Information Technologies and Communications Alexander Khinshtein.
According to him, the current legislation, which establishes responsibility for the promotion of same-sex marriages and relationships in the case of its dissemination only among minors, needs to be reformed.
Khinstein proposes to introduce a complete ban on the promotion of non-traditional values in the media and the Internet, providing for administrative responsibility.
It is worth noting that the initiative is far from the first – it has already been proposed to introduce relevant prohibitions into legislation, but they have not been implemented.
Even before the entry into force in 2013 of Article 6.21 of the Administrative Code of the Russian Federation, the illegality of propaganda of non-traditional relations was raised in judicial practice. Thus, in paragraph 3 of the Ruling No. 151-O-O dated January 19, 2010, the Constitutional Court of the Russian Federation indicated that the regional legislator had established measures aimed at ensuring the intellectual, moral and mental safety of children, including in the form of a ban on performing public actions aimed at promoting homosexuality.
