The initiative was developed by the Moscow City and Regional Duma - it provides for responsibility for tossing garbage in undesignated areas.
According to the chairman of the Moscow City Duma Alexei Shaposhnikov, video surveillance cameras will be able to record violations.
If the driver of a car decides to throw a cigarette butt or a piece of paper out the window, he will receive a fine of 10 thousand rubles, according to the new law.
The truck driver will be prosecuted tenfold - 100 thousand rubles. If the offense is committed again, the liability will be increased to 20 and 150 thousand rubles, respectively, reports Rossiyskaya Gazeta.
The initiative also provides for the confiscation of vehicles. This can happen in a situation when cars are used to pick up and dump garbage in places that are not designated for this. In this case, tractors and dump trucks may be taken away from their owners.
At the moment, the proposed measures to combat throwing garbage out of cars have been supported by the Government of the Russian Federation with a number of technical comments, and further work on the draft law is underway.
