The day before, a draft law that provides for additional payments for the citizens who, due to the coronavirus pandemic, lost their jobs or faced a decrease in their incomes below the minimum subsistence level (MSL) has been introduced to the State Duma.

According to one of the initiators of the draft law and the leader of the Fair Russia party, Sergei Mironov, the state should take care of its citizens in such a situation.

The bill provides for a payment in the amount of the MSL to those whose monthly income has become less than this indicator.

The aid should be monthly paid from the federal budget, but not more than for a year. The Government of the Russian Federation is entrusted with the power to make decisions on the payments, as well as to develop a procedure for implementing such an innovation.

The Cabinet of Ministers has already spoken out negatively about the legislative initiative, indicating that the Government of the Russian Federation has the right to establish social benefits, and what is more, the citizens whose income does not exceed the MSL had the right to receive social assistance before. Consequently, if the draft law is passed, a situation when the same person receives the payments from the federal and regional budgets both may arise.
