We are talking about devices for photo and video recording, which are installed with violations of National State Standards. Such a bill is proposed by the Federation Council. The initiative belongs to Andrey Turchak, Andrey Klishas and Irina Rukavishnikova. The government has already supported the initiative.

According to the authors of the project, recently, there has been a trend towards an increase in unjustified fines for car drivers. The number of traffic cameras recording violations has significantly increased.

For example, in 2019, more than 17 thousand photo and video recording devices were installed on the roads of the country. They recorded violations and subsequently drafted over 120 million administrative cases against drivers. And in 2020, there were already almost 20 thousand cameras.

They helped to replenish the treasury by almost 94 billion rubles.

The initiative is ready to be supported by the specialized transport committee of the State Duma.

If the bill is adopted, then the fines from the cameras that do not meet the requirements will be recognized as illegitimate - they will not be able to start an administrative case.

In addition, the document says that now it will be considered legal to fix offenses by special means (STS), which previously did not comply with the National State Standards. What complexes are suitable for the new rules will be decided by the Government of the Russian Federation. The Cabinet of Ministers will determine the means of photo and video recording that will subsequently be installed on the roads.

They will also be assigned to place cameras, as well as transfer information to the State Traffic Inspectorate.

Today, there are a number of national standards that determine the operation of photo and video complexes in Russia: National State Standard ¹ R 57144-2016 and National State Standard ¹ R 57145-2016. But these measures are advisory. Their owners are not obliged to comply with the requirements.

Members of the Federation Council are confident that the new project will help reduce the number of disputes over the legality of bringing drivers to administrative responsibility.
