The author of the initiative was the head of the Institute of Progressive Education Anna Marks. She has already made a proposal to the Minister of Labor.
According to Marx, the existing mechanisms for the use of maternity capital have a number of restrictions that prevent women from using it to improve their social status.
At the same time, it was the idea of supporting a woman on long maternity leave that was the basis for the provision of maternal capital.
Vladimir Putin spoke about it 14 years ago, when the initiative was just being implemented. According to the President, when being on long leave to care for children, a woman loses her labor qualifications, dropping out of professional activities. The President indicated that the purpose of providing maternity capital should be to improve the social status of woman and solve her future problems.
In this regard, the Institute asks the Ministry of Labor to consider the possibility of using maternity capital to pay for the mother's education: postgraduate or aimed at advanced training.
It is already known that the idea was supported by the deputies of "United Russia", who are going to apply to the Government of the Russian Federation with a request to develop a corresponding bill.
