INSURANCE AGAINST UNEMPLOYMENT MIGHT BE INTRODUCED IN RUSSIA
The Ministry of Labor may introduce an initiative to implement the insurance payments in case of a job loss. The only thing is that the support from a business side is necessary, which is in not in a hurry to take on any additional financial obligations.
According to Izvestia newspaper, the initiative can be implemented through the contributions that will be deducted from the salaries to the special fund. Subsequently, it will be possible to pay the unemployment benefits from this fund. However, the initiative of the Ministry of Labor will be considered only if the RUIE and the Federation of Independent Trade Unions come to a common opinion and agree on the size of the contributions.
The fact is that business opposes the initiative, while the trade unions support unemployment insurance. The Ministry of Labor, in turn, is waiting for an agreement between the coalitions.
The side of employers believes that in the event of additional payments, they will have to reduce the salaries of the employees.
It should be noted that in the 1990s, the unemployment insurance already existed in Russia - 1.5% of the salaries went to the fund. Now, according to some estimates, 0.5-1% will be enough. After losing a job, a person will be able to receive 75% of the previous salary, then 60% and, finally, 45%. The representatives of the Russian Union of Industrialists and Entrepreneurs, in turn, noted that the authorities should work out a population employment policy, and not introduce additional contributions for the benefits.
It is worth adding that unemployment insurance is a global practice. The employers, in the most cases, are against of it for obvious reasons, but a consensus might be reached.
