The representative of Just Russia party Fedot Tumusov has prepared a draft law on the student capital. It is assumed that by the time they graduate from universities, students will receive decent payments.
According to Tumusov's initiative, an account with 500 thousand rubles (for higher educational institutions) or 250 thousand rubles (for secondary professional) will be opened for each student upon admission. As reported by RIA Novosti, the initiative will be submitted for consideration of the government in the nearest future.
The bill may supplement the law "On education in the Russian Federation" with the article 36.1 "Student capital".
However, the author of the project notes that only full-time students getting their first education will be entitled to the payment. It is assumed that student capital should be paid not only to the students who study at the state expense, but also to the self-supported students.
To substantiate his initiative, Tumusov noted that yesterday's students needed "lifting" money, since they leave universities completely without funds. He also emphasized that there are restrictions - capital can be withdrawn only after receiving a diploma, and it is allowed to spend it only for a few purposes. Renting of housing, starting a business, and paying for travel tickets are among them.
