FINES FOR PARTICIPATION IN RALLIES WILL BE INCREASED
The day before, a law that increases the amount of fine for both participation in rallies and their organization (for financing such events) was adopted in the second reading by the State Duma. The initiative was proposed by the deputy Dmitry Vyatkin.

In December last year, Vyatkin proposed to increase the degree of responsibility of the participants of the rallies for ignoring the law enforcement agencies, as well as to supplement the Administrative Code with a norm on responsibility for financing rallies.

According to the draft law passed in the second reading, in case of disobedience to a law enforcement officer, a citizen can receive a fine of 4,000 rubles (previously, the measure of responsibility involved a penalty of 1,000 rubles).

In addition to the fine, an alternative is provided in the form of administrative arrest (up to 30 days) or even compulsory work for a period of 120 hours.

At the same time, the severity of the punishment increases with a recurrence of the offense: for repeated disobedience, the fine increases immediately by 5 times (up to 20,000 rubles), while the number of compulsory work does not increase so rapidly - only up to 200 hours.

Another category of liability will concern the financing of rallies, as well as the disposal of the funds received. Fines for transferring money or transferring property for holding rallies will be introduced for persons who are not entitled to such activities (foreign citizens, in particular).

For individuals, the fine is 15,000 rubles, for legal entities - 100,000 rubles.

In addition, the responsibility for the disposal of the funds received is established. In a situation of violation of both the procedure for collecting and spending funds received for rallies, individuals can be fined for 20,000 rubles, and legal entities - for 200,000 rubles.

When voting for a draft law, 307 deputies voted for and 75 voted against.
