FEDERAL TAX SERVICE OF RUSSIA INTENDS TO COMBAT ILLEGAL CASH TURNOVER IN THE MARKETS

FEDERAL TAX SERVICE OF RUSSIA INTENDS TO COMBAT ILLEGAL CASH TURNOVER IN THE MARKETS
Russian tax authorities, along with the Ministry of Finance, are working on the specific proposals to improve legislation in the field of retail markets. Changes may affect several regulations at once, including the Code of Administrative Offenses.

Among the innovations announced there were:

  • Reduction in the number of cases when the non-use of cash register equipment (CRE) is permissible;
  • the obligation to confirm that the lessee has a CRE upon signing the lease agreement;
  • the obligation of the companies that control the activities of a particular market to check whether the tenants have CRE;
  • the prohibition of admission of the sellers whose activities have been suspended to the market (it was proposed to impose control over this on the management companies of the markets);
  • simplification of the procedure for holding the sellers in the market accountable.

According to the press service of the Federal Tax Service, the proposed innovations are aimed at the implementation of the provisions of the rules of law that already exist, reports RBC.

At the moment, there is no clear legislative regulation of the use of CRE in retail markets.

This situation creates opportunities for unscrupulous tenants who disguise themselves as preferential categories and do not use cash register equipment, although they do not have the right to do so by law.
