A bill the purpose of which will be stricter regulation of the sale of weapons has been submitted to the State Duma. The text of the document was prepared by the representatives of the United Russia party.
It is assumed that the applicants for the purchase of weapons will have to undergo a more thorough medical examination. According to TASS, medical examination can only be carried out in a state clinic. An individual will have to undergo a test for the presence of traces of drugs in the body, as well as psychotropic drugs and metabolites.
To obtain a weapon license, you will need to undergo a psychological test.
A candidate for the license obtaining will be required to visit a drug therapist and psychiatrist at the place of residence.
What is more, the lawmakers advocate the introduction of an electronic record, where the weapons and cartridges will be counted and the owners will be registered. The innovation may appear in the GIS system of the Russian Guard.
Previously, the applicants for a license provided the Russian Guard with paper certificates of a medical examination, now the data will be sent automatically in electronic form. If the conclusion of the doctors is positive, then the department will immediately receive an electronic authorization document with the signatures of doctors.
Thus, the deputies will exclude the possibility of providing false information.
If an individual having a weapon is found to have contraindications, the license will be suspended, and the weapon will be taken away. Within a month, a citizen will have the opportunity to undergo a re-examination.
For persons who have not undergone a medical examination, a ban on the acquisition, carrying, storage and use of weapons will be introduced.
