BORIS TITOV PROPOSED TO REDUCE FINES FOR SMEs, INDIVIDUAL ENTREPRENEURS AND SELF-EMPLOYED
Business Ombudsman Boris Titov spoke to Vladimir Putin with an initiative to reduce fines for SMEs, individual entrepreneurs and the self-employed. The human rights activist also called for the introduction of a system of a differentiated amount of fines, which will directly depend on the size of profit of the person being fined.

The idea was announced within the framework of the prepared annual report to the president, reports TASS.

In addition, Titov proposed the introduction of a warning as an uncontested measure for the first offense committed by the SME entity.

Such a procedure may become possible in the absence of harm caused by the act to the life and health of people.

What is more, the document contains proposals to exclude simultaneous administrative liability for a company and its official and to systematically reduce excessive sanctions on business entities.

The Business Ombudsman also noted the problem of increasing taxation for companies with an increase in the number of employees. Titov believes that the norm prevents the expansion of business, provoking entrepreneurs to resort to its fragmentation.

Additionally, measures to support SMEs affected by the consequences of the spread of coronavirus have been named. In particular, it was proposed to extend the period for providing compensation for the purchase of personal protective equipment, as well as to introduce similar payments for the purchase of antibody tests and PCR tests.
