According to him, the most optimal option would be the European model, in which the state paid 80% of the costs of remuneration of employees.

The idea was announced during the business ombudsman's working trip to the northern capital. Titov outlined several initiatives at once, including a return to the previously operating payroll 2.0 program, subsidizing salaries and compensation for most of the cost of wages at the expense of the state funds, reports TASS.

The payroll 2.0 program operated last year and consisted of issuing loans at 2% per annum for businesses for the purpose of paying salaries.

At the same time, in the case of retaining 90% of the staff, the funds received by entrepreneurs were compensated by the state.

Thus, support was provided to employers who were able to keep jobs at a difficult time for them. The measure made it possible to pay for the labor of more than 5 million employees for a total amount of over 400 billion rubles.

In March, the payroll 2.0 program was replaced by the new payroll 3.0, according to which it is provided for the issuance of loans to enterprises that have not fully recovered from the pandemic at a preferential rate of 3% per annum. However, according to Titov, the payroll 2.0 program was much more profitable in comparison with its follower.
