The office of the business ombudsman Boris Titov proposed to ban the open sale of moonshine stills. The measure was announced as part of the fight against the illegal alcohol market in Russia.
The initiative is contained in the report of the business ombudsman prepared for Vladimir Putin.
In substantiating the position, the document provides data from Yandex search queries, according to which the number of requests for the purchase of moonshine still increased by a third in the past year compared to the indicators of 2019. According to the authors of the report, the moonshine produced in this way most often goes on sale, and is not used for personal consumption, reports RIA Novosti.
The quality of such a product also raises a lot of questions, which again leads to the need for strict regulation of the sale of moonshine stills, summarizes the document.
Another measure that was proposed to combat the illegal alcohol market was to fix the excise tax on alcohol for a three-year period. According to the authors of the initiative, freezing the rate will bring up to 90% of the alcohol market into the legal field. This will contribute to a greater income of funds to the budget compared to the regular increase in the excise rate.
The authors also proposed to legalize the sale of alcohol on the Internet and reduce the restrictions on the issuance of licenses for the sale of alcoholic beverages at retail.
