BANKS OBJECT TO THE DRAFT LAW BANNING FLOATING RATES
The State Duma received a letter from the National Council of the Financial Market with a proposal to amend the bill on limiting the use of floating rates in consumer loans.

The initiative was submitted to the State Duma back in 2021. It prohibits the use of a floating interest rate on loans for up to one year and long-term loans for up to 20 years. The ban applies to loans for amounts determined by the Government. The novel assumes a maximum amount of change in the floating rate of no more than 4% of the base rate. The Central Bank, in accordance with the bill, also gets the right to set the maximum share of floating-rate loan agreements from the total number of loans.

In 2022, the State Duma considered the initiative in the first reading. It was supported unanimously.

According to the National Council of the Financial Market, the proposed restrictions will lead to losses for credit institutions. In addition, as Kommersant writes, the council does not agree with the requirement to notify about a change in the payment schedule 15 days in advance. The organization believes that it will be difficult for banks to fulfill such requirements. In return, it is proposed to notify within five days after the start of the modified rate.
