THE PRODUCER OF LEAD CONCENTRATE FROM PRIMORYE IS THREATENED WITH INSOLVENCY
The firm Russian Light, registered in Tver, announced its plans to send an appeal to arbitration. The organization wants to declare bankruptcy of the mining and metallurgical complex Dalpolymetal, operating in the Primorsky Territory. The bankruptcy claim itself has not yet been submitted to the regional court.

The company's specialization is the extraction of polymetallic ores and their subsequent processing. According to data for 2022, the organization received about 101.1 million rubles of net profit with revenue of 3.66 billion. In December 2023, Grigory Krutikov, the former head of the Dalnegorsk city District from 2007 to 2012, became the CEO of the mining and metallurgical complex.

It is not known who is the owner of the enterprise at the moment. The latest information on the control of the mining and metallurgical complex by the Cypriot offshore Chanam Ltd. dates back to 2019. According to some media reports, the Dalpolymetal mining and metallurgical complex was previously associated with the interests of Vasily Usoltsev. In the late 1990s, he supervised the work of the mining and metallurgical complex, then became a member of the Legislative Assembly of Primorye. In 2015, Usoltsev took over the post of first vice-governor. He was on it until November 2017.

In November 2022, the district court in Vladivostok issued a verdict, converting 345 million rubles from Usoltsev's income to Russia's income. It turned out that, as a deputy of the State Duma, he continued to engage in entrepreneurial activity. Through a number of affiliated organizations, he acquired 420 million shares of the mining and metallurgical complex, and then sold them. At the same time, the income received was not declared, despite his work in the State Duma of the IV and V convocations. Usoltsev was also convicted under the relevant articles of the Criminal Code of the Russian Federation (Articles 289 and paragraph "b" of Part 4 of Article 174.1).

Previously, the mining and metallurgical complex was already on the verge of bankruptcy. In the spring of 2016, the arbitration court took the company under surveillance at the request of the Federal Tax Service (FTS), and since October transferred the organization under external supervision. In 2017, the company managed to reach a settlement agreement with creditors. The plant owed 7.8 billion rubles to the main creditor, the Moscow-based Limkar company. The total debt of the organization was 8.5 billion.

Experts believe that the statement of the firm "Russian Light", engaged in the supply of electrical equipment, is unlikely to lead to bankruptcy of the city-forming enterprise. In October 2023, the company already appealed to the organization with a claim for the recovery of 433,986.55 rubles (case no. A66-15545/2023). This requirement was partially satisfied.
