THE TERRITORIAL DEVELOPMENT FUND HAS ACHIEVED BANKRUPTCY OF THE TOMSK MUNICIPAL BUILDER
UMP "Tomskstroyzakazchik" was declared insolvent. His case was initiated in the arbitration court by the Territorial Development Fund. The organization received an application from the regional Department of Architecture and Construction, as a result of which a bankruptcy claim was sent to court on April 21. In June, a similar statement was received from the debtor himself and the two cases were combined into one.

The organization was established in 2011. Since then, she has been engaged in the construction of social housing and work with long-term construction. The most problematic object that remained on the company's balance sheet was the building at the address: 15 Neftyanaya Street. They wanted to build it by 2018 in order to settle deceived shareholders from other unfinished houses. But in the end, they began to operate only in 2019.

In 2019, the construction company was already on the verge of bankruptcy. The reason for this was a lawsuit that the company was conducting with its partner SU "TPSK". The general contract agreement related to the completion of one of the city's long-term construction projects led to debts of 154 million rubles. But then it did not come to the recognition of the company as insolvent. In the summer of 2020, the parties signed a settlement agreement.

However, 2020 ended with losses of 5.5 million rubles for the company.

In the first half of next year, their size increased to 14.6 million rubles. The Tomsk administration planned to "privatize" the UMP.

The company, which is publicly owned, was put up for auction in 2021, initially at an initial price of 208.6 million rubles. However, the attempt to find a new investor was not successful. At the three auctions held, there were no people willing to buy a loss-making enterprise.

Now the Territorial Development Fund has a legal opportunity to restore the rights of shareholders who could not move into a problematic building on Neftyanaya Street.

This is planned to be done by the middle of next year. Actually, it was their protection that was one of the motives for applying to the arbitration court with a bankruptcy claim. The next court hearing in the case is scheduled for September 7.
