THE “SURPLUS” CREDIT ORGANIZATION WAS DECLARED BANKRUPT

Having existed in Vologda for more than nine years, the credit production cooperative regularly attracted money savings of citizens, promising rather high rates - in recent years, they fluctuated in the range from 13% to 13.5% per year. However, since April 1, 2019, the organization has not accrued any interest, having recorded the corresponding decision at a special meeting of April 29, 2019.



The founders of the organization are Vladimir Ryumin, Victor and Yulia Gorbunov. In recent years, Ryumin chaired another Vologda CPC with the proud name “Reliable Future”, and Gorbunov headed the company “Sovegales”, registered in the Kostroma region.

Earlier, the CPC’s board decided that after the contract is expired, interest would be paid at a rate of 1% per annum.

However, many clients did not receive even this. The first claim to declare the "Surplus" insolvent was received on July 29 last year. The initiator of the bankruptcy, Alexei Pavlov, was able to recover 669 thousand rubles from the CPC in court. And although the judiciary made a decision on May 8, 2019, Pavlov never received the money. The program, under which he claimed 13% per annum in the form of urgent savings, was called "Pension Capital".

Following the first lawsuit, the Vologda court began to receive other applications from citizens who transferred their personal savings to cooperators and did not wait for a refund. As a result, the Vologda commercial court had to adopt more than 30 acts containing decisions on the recovery of funds from gullible citizens.

At the end of August last year, at a meeting of CPC members, it was decided that the cooperative should be liquidated.

By this time, all assets were already under arrest, and the law enforcement agencies initiated a criminal case. However, the commercial court did not receive any evidence that the organization was voluntarily liquidated. Therefore, on December 4, 2019, the CPC came under surveillance, and by November 16, 2020, the court declared the organization bankrupt.
