The Moscow Arbitration Court declared the Moscow "Group of Companies of the City" bankrupt (case No. 40-295561/2022). The company planned to create a park for families in the city of Bor (Nizhny Novgorod region).


The organization was declared insolvent under the simplified procedure of the absent debtor. Anton Kitaev, representing the Union of AU "Creation", was approved as the manager for the period of the bankruptcy proceedings.

The initiator of the bankruptcy of the GC "Cities" was the regional ministry, which applied to arbitration. In February 2023, the organization was taken under surveillance. According to Kommersant, Following the results of the procedure, a report was heard from the interim manager, who reported on the existence of obligations in the amount of more than 2 million rubles to the regional budget.

In 2019, GC "Cities" came with an investment project, promising to create an all-season park. The firm received several plots of land on the Embankment Street on the Bor without bidding. Their total area was 7.5 hectares.

It was assumed that museum expositions, sports grounds and a gastronomic street would operate in the park. The company stated its desire to create an animation studio as part of an interactive pavilion under the Soyuzmultfilm brand.

The implementation of the project ended in a complete fiasco. The work started at the design stage due to the need to adjust the initial project. It did not take into account issues related to the possibility of flooding of the park area. The park was never formed. The company remained in debt to the customer.

According to open data, the failed investor appeared in 2019. The main type of economic activity (according to OKVED) in the official documents of the organization was declared the activity of holding companies.

The main beneficiary of the company until 2021 (with a share of 60%) was the son of one of the owners of AFK Sistema, Evgeny Uzdenov. The second founder (with a 40% share) was Sergey Kovalev. Subsequently, the composition of the founders changed and Anton Seroshtanov turned out to be the sole owner of GC Goroda.
