THE EX-GOVERNOR OF THE CHELYABINSK REGION WAS DECLARED BANKRUPT
On July 19, 2023, the court declared Boris Dubrovsky, who headed the Chelyabinsk Region in 2014-2019, insolvent. The initiator of the bankruptcy of the ex-official was the production association "Installer" from Magnitogorsk. Experts consider the family of the former governor to be the beneficiaries of the construction holding, which the family members themselves do not agree with, continuing to try to dispute this.


According to the information and analytical agency "HURRAH.<url>", the governor's family acquired the assets of a construction company in 2018. The company's revenue then amounted to more than 6.9 billion rubles. Then its volume decreased annually. In 2021, it amounted to 45.3 million.

In 2019, Dubrovsky left his post, and soon the construction holding began to go bankrupt. In May 2020, a bankruptcy process was launched in the case, in October the company was taken under surveillance, and in June 2021 the company officially became insolvent. As a result, she found more than 180 creditors, and the total amount of debt owed to them exceeded 1.8 billion.

The basis for the trial in the case of the ex-governor (case no. A76-4718/2023) was his debt to the company. The bankruptcy trustee managed to get the recognition of the transaction, according to which Dubrovsky received 37.228 million from the "Installer", invalid.

By February 2023, when a bankruptcy lawsuit was filed against the ex-head of the region, his assets were seized for 930 million rubles. In the autumn of 2022, creditors demanded this, stating the need to bring Boris and Alexander (his son) Dubrovsky to joint and subsidiary liability.

Sovcombank PJSC submitted to the arbitration data that both of them controlled the Installer software. Since June 2019, father and son have owned more than 83% of the company's capital through a foreign firm Aybridge Invest Holding (UAE).

Dubrovsky Sr. filed a petition in March 2023. He asked the court to grant him an installment plan, referring to his financial situation. According to him, the former governor lives outside the Russian Federation solely at the expense of the pension he receives (237 thousand monthly). However, the court rejected the application and refused the request for an installment plan.

The procedure for restructuring its debt has been approved until November 20. The next hearing is scheduled for November 13. The court entrusted financial management to Ivan Vasin.
