THE DISCHARGE OF FECES BROUGHT THE URAL UTILITIES TO BANKRUPTCY
The company "GC Teploresurs" appealed to the arbitration of the Sverdlovsk region with a claim for its own insolvency. The organization was one of the largest municipal enterprises responsible for the supply of water and heat to the Gornouralsky city district. The amount of the claim is 13.6 million. Earlier, the company managed to attract the attention of the prosecutor's office in connection with the quality of drinking water. Feces from a local agricultural complex were found in it.

The story of pig faeces was revealed to the public of the Gornouralsky city district in the spring of 2022. Every resident could smell the feces from the tap water without resorting to special technical research methods.

An official check conducted by the prosecutor's office and Rospotrebnadzor employees confirmed the concerns. The water turned out to be unusable. 

The work of several schools and kindergartens had to be suspended for three weeks.

During the inspection, it turned out that the municipal enterprise was "planted with a pig" by representatives of the local agricultural complex, who regularly dump the results of the animals' vital activity on the fields. Since the water supply system through which the company carried out water supply and sanitation was significantly worn out, pig feces began to get into it.

As a result, GC Teploresurs received a fine from the supervisory authorities for not monitoring the quality of the transported liquid. The head of the organization was brought to disciplinary responsibility. 

Citizens were promised to reduce the payment for water of inadequate quality by half. The prosecutor's office reported that violations of the law in the housing and utilities sector were eliminated.

The owner of the company that filed for bankruptcy is Alexander Kondratiev. It is known that he previously led the activities of the Municipal Unitary Enterprise "PTK" ("Suburban Heat Supply Company"), currently also going through the insolvency procedure. It was this company that had to install manhole covers on the inspection wells of the agrocomplex, eliminate leaks and identify sources of faeces entering the water pipe.

As for the Gornouralsky agricultural complex itself, against which a criminal case was even initiated in 2021 due to "damage to the land" (Article 254 of the Criminal Code of the Russian Federation), its work with pig waste continues successfully. The environmental prosecutor's office continues to claim that the discharge of manure into the fields is legal, since it increases the yield and fertility of the soil. The agrocomplex has successfully passed the necessary state expertise in such cases.
