The Voronezh-based Experimental Design Bureau of Motor Engineering (OKBM), which is involved in the production of components for the latest Russian airliners MC-21 and SJ-100, is facing the prospect of insolvency. An arbitration court has filed a bankruptcy lawsuit against the company. The lawsuit was initiated by Promservice-2007, a company that is one of OKBM's business partners.

According to information from publicly available sources, by the beginning of spring 2026, the total amount of debt obligations of the company exceeded 771 million. It was this impressive load of financial problems that led to the filing of a lawsuit and brought the organization to a critical point.

Although the debt situation looks serious, OKBM retains a strategic role in the course of import substitution within the domestic aviation industry. This company is developing units for the flap drive system designed for the MC-21-310 aircraft. This mechanism is considered a vital element of the wing, directly affecting the safety of the takeoff and landing stages. In parallel, the bureau is involved in the development of an adapted version of the SJ-100 aircraft, in which all imported components have been completely replaced.

The financial problems have not gone unnoticed at the regional government level. The administration of the Voronezh region has already sent requests to federal authorities to provide support to this manufacturer in order to prevent the closure of production facilities.

Various scenarios for overcoming the crisis are currently being considered. Among the proposed measures is the allocation of preferential loans to the company in the amount of about a billion rubles. The possibility of revising the terms of current debts (restructuring) is also being actively discussed, which would reduce financial pressure and return the company to a stable position.

It is important to emphasize that filing a lawsuit is not an automatic sentence of closure. The arbitration will have to examine the circumstances of the case in detail and choose the procedure for further proceedings. If OKBM can count on state assistance and manages to reach a compromise with its creditors, production is likely to continue. If a consensus cannot be reached, the company will be forced to go through the standard bankruptcy procedures outlined in the legislation.

Currently, the Russian aviation industry is undergoing a major upgrade and transition to local technologies, making any disruptions in the supply of critical components for the MC-21 and SJ-100 particularly interesting. The final conclusions on whether the current situation around OKBM will affect the fate of passenger aircraft programs will only be available after the court makes its decision, the creditors determine their position, and the authorities complete their discussions on anti-crisis measures.
