In the Chelyabinsk region, an investigation continues against the head of the Flagship IC, Yevgeny Yudin. He was arrested in the summer of 2022, accused of fraud. At the same time, the company itself was recently declared insolvent (case no. A76-25826/2021). The investment of state funds in the construction of paramedic-obstetric stations (FAPs) turned out to be a project in practice that does not have tangible results. The regional authorities have spent about 60 million rubles on the development of medical institutions. However, the investments were overshadowed by bankruptcies, criminal cases and social conflicts.
For example, the register of the construction company "Flagship" was replenished with creditors' claims for millions. At the same time, the arbitration has not yet had time to study the requirements of Uralstroymontazh S. If they are accepted, another 48.4 million rubles may be added to the debtor's obligations.
One of the objects of the bankrupt company's work, which caused an unpleasant social resonance, is a medical center in Lugovoye. The project was planned to be completed by the end of 2020. However, even by the spring of the following year, there was no admission of patients in it. The contract itself, estimated at 13 million, was terminated by the authorities. At the same time, the company received more than 9.1 million rubles from the treasury.
The owner and head of the developer Evgeny Yudin, who is charged with committing a crime under part 4 of Article 159 of the Criminal Code of the Russian Federation, was arrested. The investigation believes that over the course of several years (from 2018 to 2020), about 19 million were stolen by him. These funds were to be used for the construction of a kindergarten in the city of Asha.
As noted by the publication "Pravda UrFO", the former head of the OGKU "Cheliaboblinveststroy" Alexey Abaimov is also being investigated in this case. The authorities suspect the official of bribery and official abuse. It was he, according to the investigation, who agreed on the estimate for the construction of a children's institution, significantly overestimating the amount of work. It is assumed that the amount of the bribe amounted to at least 1% of the amount of damage of 19 million inflicted on the state.
