Ramil Zakerov, who worked as deputy chairman of the Board of Rosinterbank, was previously held vicariously liable for almost $66 billion under the claim of the DIA. The state corporation, which performed the functions of the bankruptcy trustee, now demanded that Zakerov be declared bankrupt. The claim was submitted to the metropolitan arbitration on November 29, 2022.

It is known that Zakerov owned 4.49% of the shares of the credit institution before the bank lost its license. This happened in 2016. Before the Central Bank revoked the license, it was Zakerov who actually served as chairman of the Board of Rosinterbank, replacing Marina Krasnova who went on maternity leave.

The bank was subsequently declared bankrupt. In the course of the financial audit of the organization in the summer of 2017, a shortage of 71 billion was discovered. At the same time, about 50.2 billion of the amount turned out to be loans issued to unknown companies and individuals. An attempt to establish with whom exactly the bank concluded loan agreements turned out to be in vain, since part of the bank archive disappeared without a trace.

Zakerov, who managed the bank's activities, said during the trial that it was he who destroyed the computer servers in which electronic documentation was stored. Former heads of the organization said that this could have happened during the transfer of data to the new office.

As a result, the bank itself, which went through bankruptcy proceedings from November 2016 to June 2022, satisfied the creditors' claims in the amount of 29.2 billion rubles. At the same time, more than 40 billion rubles of debt obligations remained unpaid. The DIA State Corporation managed to bring Zakerov to subsidiary responsibility in August 2022. The amount of its debt is 65.84 billion. In addition, Zakerov owed lawyer Farida Sibgatullova about 1.9 billion.
