THE CENTER FOR THE DISABLED IN UFA IS GOING BANKRUPT BY THE CITY ADMINISTRATION
The Office of Land and Property Relations of the Ufa City Hall filed for bankruptcy in Bashkiria arbitration (case no. A07-6472/2023). The administration of the republican capital decided to declare the sports rehabilitation center for the visually impaired "Luch", which has the status of a regional public fund (TIN 0278061736), insolvent.

The Luch Foundation was established in Bashkiria in April 1994. In 2007, the organization began the construction of multi-apartment housing. The partner of the fund, which was the developer of the project, and the main investor was the housing and construction cooperative Duslyk-Stroy, Kommersant reports.

It was assumed that the 10-storey building would be erected at the expense of hundreds of shareholders by 2010. 307 million rubles were collected for the construction. However, the HBC participants did not receive their housing, and by 2016 construction work was completely stopped.

A couple of years later, the court sentenced the former leaders of the HBC to imprisonment in a colony under Article 159.4 of the Criminal Code of the Russian Federation (part 3). According to the court, Valery Denisov and Razif Abdrashitov committed fraud by stealing depositors' funds.

The Ufa administration began to sue the regional fund last year. Claims to the "Ray" related to the debt for the lease of land on which it was planned to build a high-rise building, the mayor's office was able to prove. In November, the arbitration court issued a decision to recover 790 thousand rubles of debt from the fund. An attempt to appeal this decision in the appeal did not bring success. In February 2022, the decision of the court of first instance was upheld.

On March 15, the Mayor's office filed another lawsuit with arbitration. The amount of financial claims in it is 317 thousand rubles. A meeting is scheduled for May 3 in the arbitration, at which the grounds for filing a bankruptcy claim will be checked.

It is known that in 2021, Luch was already declared bankrupt. Then the initiator of the process was the fund for the protection of the rights of shareholders. However, last year the arbitration reviewed its decision and the bankruptcy of the organization was terminated.
