THE CAPITAL OF CRIMEA IS ON THE VERGE OF BANKRUPTCY
THE CAPITAL OF CRIMEA IS ON THE VERGE OF BANKRUPTCY
The city of Simferopol is on the verge of bankruptcy - the reason for this is the situation with vehicles, which the Crimean authorities are unable to solve. According to the telegram channel "CHKH", the Crimean capital will have to literally get out of debt in the nearest future, as the lease for the bus fleet ends in 2021, and 300 million rubles to pay for the contract must be found somewhere else.
The city exists exclusively on subsidies, and the head of the republic, Sergei Aksenov, seems to be in no hurry to solve the problems. According to the journalists of "CHKH", more than 50% of transport continues to stand idle in a bad condition, and there is simply no money for repairs. Moreover, it is difficult to find finances even to pay wages to the drivers. At the same time, plans for the reconstruction of Gagarinsky Park are not canceled, despite the need to allocate more than 30 million rubles from the city budget.
It should be noted that the problem of the public transport is not new for Crimea.
In June last year, the head of the republican association of freight carriers and forwarders, Anatoly Tsurkin, said that citizens should not hope for the updated fleet of minibuses. According to the expert, the freight market was seriously affected by the pandemic, but the crisis caused even greater damage to the passenger traffic. The freight traffic continued to be carried out, though significantly reduced. As for the passenger carriers, many of them had to stand idle in 2020. Then Tsurkin suggested that the authorities start optimizing routes in order to rectify the situation at least partially.
In December, the representatives of the prosecutor's office and the Ministry of Internal Affairs began investigating the collapse of the Goravtotrans municipal enterprise operating in Simferopol. It turned out that 68 new buses (out of 140 existing), purchased two years ago at the expense of the republican budget in order to replenish the city routes, were simply idle or were literally dismantled for parts.
As a result, even before the end of the investigation, its former leaders were accused of destroying Goravtotrans enterprise.
Already in January this year, the passengers in Simferopol began to complain to the authorities about non-working validators (terminals for payment of fares). Deputy Minister of Transport of the Republic Nikolai Lukashenko undertook to comment on the situation. According to him, such carriers will be held accountable, up to the removal of the bus from the route.
A week later, the head of the transport department of the Crimean capital, Anastasia Volkova, said in an interview on local radio that 50 new buses were planned to be purchased for the city. LIAZ and NEFAZ buses, equipped with high-tech equipment, will have to replace the outdated fleet of yellow buses. The presence of a validator, according to the official, should become a mandatory requirement for tender documentation presented to carriers. However, many experts suggest that such measures will be implemented by reducing funds allocated for the major repairs and construction, as well as by selling urban real estate.
