The Petrostroy company, whose bankruptcy was postponed several times to a later date, officially became bankrupt. The decision was made by the arbitration of St. Petersburg and the Leningrad region.
The application for insolvency was filed by several shareholders of the company more than a year ago. Among the initiators were also several organizations and the regional committee of gosstroynadzor. However, the main beneficiary of the developer's bankruptcy is the regional government.
The firm failed to complete 11 real estate objects (it was planned to erect 13 buildings in total).
More than 4 thousand shareholders who hoped to move into residential complexes remained deceived.
Now the region has to deal with the completion of facilities, and officials are trying to attract funds from extra-budgetary sources to participate in the construction. About 8 billion rubles are not enough to complete the construction.
Judging by the words of the deputy chairman of the regional government, Yevgeny Baranovsky, the authorities are very much counting on the right actions of the manager, who will have to deal with the now open bankruptcy proceedings. As Baranovsky noted, Petrostroy failed to fulfill the commitments made in August 2021. Now it is the manager who will deal with the analysis of dubious transactions and their subsequent cancellation through the court, as well as the compilation of registers of shareholders and the use of the company's assets that are still available.
At the moment, the regional Directorate of Integrated Development of Territories (ANO) is engaged in the completion of problematic buildings in residential complexes.
The authorities expect that all 11 buildings will be completed by the end of 2023.
The company "Petrostroy" exists in the city of Murino since May 27, 2009. Its founders are Lyudmila Yakovleva and Dmitry Ipatov. By the beginning of 2021, the company's value was estimated at 162.3 million rubles. Officially, Ipatov owns 34% of the company's capital. He has been the head of the company until now. Lyudmila Yakovleva's share is 66%.
Earlier, criminal cases were initiated against Ipatov and some representatives of top management. The investigation believes that the persons involved in the cases stole more than 5 billion rubles out of 10.5 billion received to the accounts of Petrostroy from shareholders.
