OPEN RUSSIA ORGANIZATION LAUNCHES VOLUNTARY LIQUIDATION PROCEDURE DUE TO THE LAW ON UNDESIRABLE ORGANIZATIONS
‘Open Russia’ public organization announced the termination of its work on the territory of Russia. According to its head Andrei Pivovarov, this is done in order to protect supporters from possible criminal and administrative prosecution by law enforcement agencies.
The management made a decision to exclude all members from the organization. This will help prevent the negative consequences that may occur in the event of the adoption of the bill on "undesirable organizations", which is currently being considered in the State Duma.
Formally, there have been several organizations called ‘Open Russia’ over the past 20 years.
The first one, established in 2001, was liquidated in 2006. This was done due to the political pressure and projects that were carried out in more than 50 regions of Russia. Significant amounts of money were spent on the development of culture and education, the most important institutions of civil society. At the same time, the authorities associated the activities of the organization with the personality of Mikhail Khodorkovsky, who initiated its establishment.
For the second time, Khodorkovsky, who was in exile by that time, had to ‘open Russia’ abroad. The organization was established at a conference held in November 2016 in Helsinki. The movement, which set political goals, found a significant number of ill-wishers in the power structures of Russia. As a result, in 2019, a decision was made to liquidate it, although the law enforcement authorities continued to consider its participants as ‘coordinators’ of a project funded from abroad.
In 2019, this organization was liquidated in order to protect supporters from criminal prosecution, however, according to the law enforcement officers, its ‘coordinators’ continue to work in Russia.
It was not possible to re-register the organization under the same name, so the activities of the organization were continued as a movement without official registration.
In the draft law, which served as the basis for the voluntary liquidation of the ‘Open Russia’, it is assumed that participation in the work of such an organization will generate criminal liability immediately after the supporter receives the first administrative punishment (now it is required to have at least two of them).
Leadership of the ‘undesirable’ structure, according to the draft law, allows the immediate initiation of a criminal case against any citizen of Russia, wherever he or she is. Thus, while the ‘hunt for activists’ has not gained momentum, and the law has not yet been passed, the ‘Open Russia’ announced a voluntary liquidation, which does not allow attraction of its supporters to liability for membership.
