A month has passed since the residents and guests of Crimea felt the introduction of QR codes as a prerequisite for visiting restaurants.  The authorities report about herd immunity, which is almost 60%, but catering continues to incur losses.  And the restaurateurs of the peninsula are sounding the alarm, recording numerous video messages after - catering establishments continue to remain practically empty.

The Crimean authorities approached the restrictive measures in a systematic way: they developed penalties (for legal entities, fines can reach 300 thousand rubles for one violation).  Restaurateurs are required to check passports and QR codes of anyone intending to enter the establishment.  As a result, the inspectors themselves, who have ‘forgotten’ their documents, often cannot get into restaurants.
According to the credentials recorded in the catering establishments themselves, the number of visitors decreased by 80%.
As the head of the restaurant chain David Hunanyan notes in an interview with the ‘Oktagon.Krym’ media outlet, such an operating mode can ruin the entire area of catering.  Restaurant owners will be forced to close down their businesses completely.

The authorities are discussing the issue of lifting some of the restrictions, as it has been recently announced by Sergei Aksenov.  The head of Crimea informed the public that a number of amendments is being prepared at the federal level.  In particular, restaurateurs may be relieved of the obligation to check the documents of those citizens who have a QR codes or vaccination certificates.
According to the media reports, the state plans to provide financial assistance in the amount of 27 billion rubles to the affected representatives of small and medium-sized businesses in Crimea.
It will be received not only by the representatives of public catering, but also by enterprises of the hotel business, leisure and sports area. In total, it is planned to allocate funds for 15 thousand organizations.  The payment for each employee of such organizations will amount to 12.7 thousand (one minimum wage).

However, many restaurateurs are critical of such plans.  Someone has a young company that has been operating for less than a year and cannot boast of sufficient staff.  Tenants have to solve the problem of payments for the use of premises, and concessional lending in this matter does not solve all the problems, since many enterprises already have loans and obligations to pay interests.
