EX-HEAD OF JSC "PSB" WENT BANKRUPT WITH A DEBT OF 97 MILLION
The arbitration of the Murmansk Region recognized the insolvency of Konstantin Stepanov, who headed the branch of the Payment Service Bank (PSB). The decision was made on December 15, 2022. The former manager owed the bank more than 97.6 million rubles.

The regulator revoked the bank's license in November 2014. Later, in 2015, the credit institution became bankrupt. Stepanov headed the PSB branch from June 2013 until the moment of loss of the license.

In 2018, a verdict was passed in the Murmansk District Court in a criminal case initiated against Stepanov. The court recognized the head of the branch as a fraudster, depriving him of liberty for 4.5 years and obliging him to pay a fine of 600 thousand.

The investigation found that the bank's manager issued loans to legal entities that did not carry out any economic activity. As a result of such use of his official position by Stepanov, nine companies received money. The accounts of each company received credit deductions in the amount of 5 to 15 million. At the same time, the manager realized that it would not be possible to repay the loans back.

The bank tried to recover funds from the manager. At first, it was about 97.6 million rubles. Later, the credit institution clarified the size of the claims, estimating Stepanov's liability at 110 million. The arbitration court will consider this claim on March 21, 2023.

In 2022, a representative of the bank tried several times to initiate bankruptcy proceedings against the former manager. It didn't work out in the spring. At that time, a moratorium established by the government was in effect in Russia.

The bank applied to arbitration for the second time in November 2022. This statement was accepted by the court. In December, the former head of the branch was declared insolvent, appointing him a financial manager and setting a six-month deadline for carrying out the necessary procedures.
