ELECTRICAL FRAUD: MISSING PAYMENTS AND A BANKRUPT HOUSING OFFICE
The management company from Sevastopol, which became famous due to the misuse of payments received from the population, became bankrupt. The decision was made by the arbitration court on the claim of the Federal Tax Service with a debt of 7.6 million rubles.

Undercover agent

Claims to the housing department were made by the Sevenergosbyt company, a supplier of electricity to the homes of residents of the city. For two years (from June 2020 to July 2022), the amount of electricity arrears amounted to 5.7 million rubles.

The resource-supplying organization found out: the reason for the debts is that the management of the housing department used the money of the residents of the city for other purposes. In those cases when Sevastopol residents paid for electricity to Sevenergosbyt directly, the collection rate was 98%. However, in the case of Housing and Communal Services, the fundraising went through a separate organization — the Sevastopol Settlement Center (SRC).

ZhEK and SRC signed an agency agreement, according to which the settlement center charged for housing and communal services and accepted payments from the public. At the same time, SRC had no right to pay debts to resource-supplying structures without a special administrative letter from ZhEK. As a result, the money froze on current accounts and was often spent on other needs.

Criminal consequences

Sevenergosbyt has repeatedly appealed to the court to oblige ZhEK to fulfill the terms of the contract. So far, it has been possible to impute claims for 3.2 million rubles, the debt for the supply of electricity for 800 thousand has yet to be proved.

However, the management of ZhEK was in no hurry to implement the arbitration decision, and the management of the management company decided to bring criminal responsibility. Several cases were initiated at once under the article on malicious non-execution of a court decision.

The usual thing

However, residents of 57 Sevastopol houses serviced by the organization continue to receive receipts for payment for services of the Housing and Communal Services Management Company.

Sources note that the scheme with the collection of money from the population under an agency agreement through the "SRC" existed in Sevastopol before. In particular, the management companies "Yugzhilservice", "REP "Sevzhilfond" and "Sevzhilservice", recognized as insolvent, worked in the city according to it. The total debt of these three organizations amounted to more than 50 million rubles, and their debts on fines and tax payments exceeded 13 million rubles.
