In the Chelyabinsk Region, the ANO "Investment Development Agency" (AIR) came under surveillance. The bankruptcy procedure was introduced by the arbitration court on the initiative of an organization that owed 389 million rubles (case no. A76-518/2022). The reason for the insolvency was a subsidy excluded by the structures of the Federal Tax Service from the number of expenses in taxation.

The organization was established in 2013 and was originally owned by the Legislative Assembly of the region. Subsequently, the regional government became the founder of the AIR. Since 2019, the autonomous NGO has received a place as one of the divisions of the center "My Business" (previously called "Business Territory").

As representatives of the regional Ministry of Economic Development explain, the organization was allocated a subsidy for the purchase of mortgage certificates. The relationship was formalized back in 2016-2017, when Anatoly Lobko was the head of the Air.

The tax authorities demanded that the organization pay an additional 412 million rubles of debt.

It included income tax (149 million) and other charges. The lawsuit, which began in court, ended with the recognition of the legality of the demands of the tax authorities. The organization was unable to challenge the verdict of the court. The appeal was discontinued in December last year.

According to information from open sources, at the end of 2021, there were about 660 thousand rubles in the accounts of the organization. Since September 2019, the AIR has been headed by Pavel Efimov. The observation procedure is scheduled for the period until October 6, 2022. Alexey Pivovarov, a representative of the AAU "Center for Financial Rehabilitation of Enterprises of the Agro-industrial Complex", was appointed interim manager in the case.
