The emergency incident that happened in Kirov forced the activists of the Popular Front (ONF) to contact the officials of the city administration and the prosecutor's office. In the Komintern microdistrict, the HOA went bankrupt, which managed several apartment buildings. As a result, the equipment in one of the buildings (28 Borovaya Street) was so worn out that the hot water supply was stopped.
To remedy the situation, money is needed, which is not and is not expected in the budget of a bankrupt organization. Therefore, citizens who have not seen hot water for three months, continue to warm water in basins and pots. The building itself was not equipped with metering devices. Citizens reasonably hope for a recalculation for services that have not been rendered.
It turned out that the HOA was created a long time ago. Under what circumstances the chairman of the partnership was elected and who initiated the creation of the management structure – history is silent. However, the utility tariffs set by the HOA were lower than those determined by the municipal authorities. As a result, the HOA turned out to be bankrupt and began to undergo the appropriate procedure in court.
There were several buildings in the management of the HOA at once, which, although allowed in exceptional cases, raises questions. At the same time, the organization was obliged to repair the equipment in the "emergency" building at its own expense.
According to local media, most of the residents of the house turned out to be elderly people. The publications write about a wheelchair user and his 73-year-old mother, who were relocated from their former emergency housing about a month ago. An apartment in a building without hot water turned out to be part of a maneuverable fund. A bonus from the city authorities for the pensioner has now become a regular duty to carry basins and buckets to wash her son.
Representatives of the ONF, who, on the initiative of residents, decided to intervene in the situation, complain to officials. In a normal situation, the regulatory authorities had to oblige the utilities to solve the problem. But in this case, the situation turned out to be extremely neglected.
