Since August 2021, the leadership of the Sakhalin Oblast has not signed a normative act that would have allowed the recalculation of the cost of the state and municipal contracts. According to the opinion of the head of the Sakhalinstroy Association Valery Mozorevsky, which he voiced in an interview with regional media, thereby the authorities are actually leading developers to bankruptcy.
On August 9, the Russian government adopted Resolution ¹ 1315, which could adapt the terms of contracting agreements between the state and builders in a situation of rising prices. The bylaw (order ¹ 500 / pr) was adopted by the Ministry of Construction of Russia even earlier (on July 21). In order to recalculate the estimate, the relevant acts must be adopted at the regional level. However, the signature of the Governor Valery Limarenko is still missing, although several months have already passed since August.
According to Mozorevsky, this was done deliberately.
The expert voiced this position at a meeting of the regional investment council. Delaying the process allows the authorities to save the regional budget of 2021 from the corresponding costs.
The governor of Sakhalin has promised to sign the document in the near future, but this is unlikely to help developers. There is no time left for the state examination and verification. This means that construction companies will not be able to receive the necessary compensation for their costs this year.
The deliberate inaction of the Sakhalin authorities, leading to the bankruptcy of development companies, is understandable.
There is simply not enough funds in the regional budget. In practice, this leads to the fact that contractors cannot receive loans, since banking structures do not see guarantees for the allocation of funds and do not believe in the possibility of their return. As a result, the situation threatens the region with a construction collapse and a wave of bankruptcies among developers.
