ASSETS OF THE LEADING IT-CONTRACTOR OF ROSTEC WILL BE SOLD BY AUCTION
The assets of the Central Research Institute of Economics, Informatics and Management Systems will be sold by auction. The creditors made such a decision on April 9 (the relevant information was made public on the website of the Unified Federal Register of Bankruptcy Information). Since the end of 2019, the organization has been going through the first stage of bankruptcy - the observation procedure.

It is known that there were 34 entities in the register of creditors as of February 2021, and the total amount of debt was 2.37 billion rubles. Kommersant media, referring to a well-informed source, reports on the debt of 3.57 billion. It is interesting that the main research institute in terms of the amount of debt among creditors is the Sozvezdie concern, to which the research institute owes 1.64 billion rubles. Both the debtor and the creditor belong to the Ruselectronics group of companies, owned by the Rostec State Corporation.

At the same time, Sozvezdie seeks to challenge the decision made by the creditors on formal grounds, but may be late. The court session, at which the decision of creditors on the bankruptcy of the research institute can be approved, will be held on April 22. The meeting, which Sozvezdie plans to hold on April 28, may not take place if the court approves the decision made on April 9.

Founded 52 years ago, the institute was previously the main supplier of computer software for the Department of Defense.

The list of its developments includes the original DBMS and OS (Rassvet, Zarya), software for robotics, electronic warfare systems and others.

In 2014, five years before the fiftieth anniversary, the research institute was transferred from the subordination of the Ministry of Defense to the ownership of Rostec State Corporation. In 2018, the arbitration court accepted the organization's bankruptcy petition. In the spring of 2019, the employees turned to the President of the country with complaints about the wage arrears (they reached 120 million rubles). And the organization itself ended the year with a loss of $ 800 million.

If the property of the research institute is sold through tenders, and the organization itself is declared bankrupt, the most valuable asset of the company will be its real estate.

The four-story building, located on Tverskoy Boulevard, was estimated by experts at 7 billion rubles.

It is difficult to say how much patents and exclusive rights to software development can cost, since many of them remain secret.
