The arbitration in St. Petersburg considered the issue of insolvency of Pavel Izyumov, a former top manager of Sovetsky Bank. The initiator of the litigation was the Deposit Insurance Agency (DIA), which was entrusted with the functions of bankruptcy management. As a result, the court allowed the bankruptcy to proceed to the stage of property sale. The ex-banker's debt is 919 million rubles.
Another top manager of the bankrupt bank, Lyudmila Dyachuk, was declared bankrupt by the court on February 27, 2024. The arbitration introduced a procedure for the sale of its debt in the amount of more than 748 million rubles.
Sovetsky lost its license from the Central Bank of the Russian Federation in 2018. The regulator found that the bank's own funds were below the required level. The former management was obliged to compensate for losses of 719 million. Top managers of the credit institution tried to appeal the sanction of the Central Bank of the Russian Federation, reaching the Supreme Court.
Izyumov was among other representatives of the management, from whom the court jointly recovered 919 million rubles in damages. Together with him, Stanislav Mitrushin (head of the Board of Directors), Andrey Karpov (Chairman of the Management Board), Dyachuk and Gleb Shakhov, a member of the management Board, were brought to justice.
It was found that borrowers (firms "Avenue", "Icloud", "Omega+") were given deliberately non-repayable loans for 750 million. Capital (46.4 million) and Center (56.8 million) received similar loans.
In 2019, the ex-owner of the bank, Vladimir Antonov, was sentenced. He was imprisoned for 2.5 years after concluding a pre-trial deal with the prosecutor's office. His testimony became the basis for the disclosure of the machinations of Mitrushin, who has been wanted since 2018. In June 2023, he was detained by the Cypriot authorities, having been convicted of entering the country using fictitious documents. But it is unlikely that it will be possible to achieve his extradition in the current conditions.
