Altai construction companies collapse over government contracts
The sharp rise in prices for building materials led to the ruin of the construction companies of the Altai Territory, engaged in the implementation of government contracts. According to experts, the cost of materials required for the construction of social facilities (kindergartens, schools and hospitals) increased by 30-50% in 2021.

In the spring, developers began to turn to the authorities with requests to increase funding. Six months later, their groans were heard.
On September 9, the regional authorities adopted Resolution ¹ 333, which allows the contract price to be changed upward.
However, after its adoption, many realized that it was necessary to start preparing for bankruptcy, since the state did not plan to help everyone and not in full.

It turned out that the additional allocations for the recalculation of the price under the state contract would affect only the amount of work that has not yet been completed. The document signed by the governor provided for compensation only for those materials that were planned to be used in the future. At the same time, many firms had already invested their own financial resources in construction, and the authorities did not plan to compensate them.

Little hope for financial assistance from the federal Ministry of Construction is still flickering - officials announce plans to recalculate the cost of contracts, taking into account the work that has already been completed by contractors. However, the delay in making such decisions can lead to the rolling bankruptcy of many companies that managed to build social facilities by 50-80%.
Back in June, large construction companies of Altai announced the suspension of activities at social facilities, which caused millions in losses.
Experts predict that the situation with rising prices may be normalized by the middle of next year, and the industry itself will suffer until 2023.

At the same time, many companies may collapse by this time. The regional investment program, within the framework of which funding has been allocated for social facilities, will exhaust its resource. This means that the number of construction and repair facilities will have to be reduced.

The industry is also concerned about the source of funds. The decree, signed by the Governor Viktor Tomenko, calls this the responsibility of the local governments. Many municipalities do not have the basic means for maintaining their own infrastructure, not to mention the need to pay millions to the construction companies. As a result, even a decision approved on paper may turn out to be impracticable.
