At the request of the National Association of Infrastructure Companies (NAIC), the specialists of the HSE conducted a survey on the road construction market and came to a disappointing conclusion. According to the data received, up to 47% of the largest enterprises in the industry (94 organizations out of 200) run the risk of becoming insolvent in the nearest future.
The reasons for the bankruptcy were the increase in the cost of building materials and the problems caused by the peculiarities of the legal regulation of economic activity in the market. Large investors, according to the survey, are in no hurry to invest in the industry due to low profitability.
Officials declare the state's readiness to allocate about 3.6 trillion rubles for the repair and construction of major roads, but this will not solve all the problems.
The results of the research carried out by the specialists of the Higher School of Economics are not yet final. According to Mikhail Blinkin, the head of the Institute for Transport Economics and Transport Policy, the scientists will continue their work. This is also confirmed by Maria Yarmalchuk, head of the NAIC.
The expert opinion was made at the initiative of the association formed in May 2021. NAIC brings a dozen major players in the road construction sector together. In particular, the organization includes the ‘Natsproektstroy’, ‘Stroytransgaz’, AEON and groups. In this way, the entrepreneurs are trying to convey the information about the real state of affairs in the industry to the Government of the country.
An active discussion of options for overcoming the crisis is currently being discussed at the level of the Ministry of Construction and the branch of the government, headed by Marat Khusnullin and responsible for the construction sector. His spokesman told RBC that 2021 was indeed a year full of factors that had a negative impact on construction, despite the ‘good pace’.
One of the reasons for the possible bankruptcy of companies is the resulting difference in the price of building materials between the one that appears in the contract with the state and their real cost.
As a result, 2021 may turn out to be unprofitable by 26 billion rubles for the enterprises of the industry. If the situation is not changed, then by 2025 the amount of losses could reach 52 billion.
It is known that officials promise to support the industry by introducing additional support measures. It is not yet clear whether this will help the largest companies with an annual turnover of more than 4 billion rubles to avoid bankruptcy in the event of an imbalance. The government is getting ready to change the regulatory framework by preparing a number of regulatory initiatives. However, as noted by the ministry, the excessive risk and ill-considered actions of the management of enterprises of industry can lead to bankruptcy, despite all the efforts.
