The Lazur recreation center, located in the Tuapse district of Kuban, became state property. The relevant decision of the Krasnodar arbitration court was confirmed by an appeal (the Fifteenth Arbitration Court of Appeal). In the past, the owner of the base was the Sedin-Byt company. However, at the insistence of the prosecutor's office, the transactions that led to the withdrawal of this facility from the state-owned ones were declared illegal.
The recreation center located near Inal Bay occupies 0.9 hectares. There are holiday homes and communal facilities on it.
The base was originally founded in 1978. It was intended for employees of the defense enterprise, providing social needs. But, as the prosecutor's office has established, the object was taken out of the possession of the state. Sedin-Byt became its owner as a result of illegal actions of a number of officials and the management of the plant. According to the investigation, the final control over the operation was carried out by the ex-general director of the plant Igor Sobolev.
In August 2024, the arbitration granted the application of the supervisory authority. The right of ownership of Sedin-Byt to the recreation center was revoked. The lawyers filed an appeal, citing a missed statute of limitations. But it was rejected. The Court considered that the violation of public interests was of a continuing nature. The actions of the plant's management have harmed the industrial interests of the state.
Previously, the plant, which included a recreation center, was one of the largest enterprises in the region that produced turning and carousel machines. They are known to be in demand in the defense industry. In the 1990s, the company was privatized, violating the law. And in 2016, he was declared bankrupt, having withdrawn part of the assets from the plant.
As Rusbankrot reported a few weeks ago, the Kuban arbitration court has resumed consideration of the bankruptcy case of the Sedin plant (case No. A32-15416/2015). Prior to that, the appeal on November 7 adopted an act, sending the case for a new hearing at the request of the tax authorities.
The regional prosecutor's office sought the return of the lost property, starting in 2023. It includes land plots, engineering infrastructure and production sites. It was found that privatization did not meet the needs of the Russian defense industry.
Now the court decision has entered into force. The Prosecutor's Office emphasizes that this is another step towards restoring justice and returning objects of strategic importance to state ownership.
