THE MINISTRY OF JUSTICE PROPOSED TO IMPOSE FINES OF UP TO 2 MILLION RUBLES FOR THE OBSESSION OF COLLECTORS
The Ministry of Justice has developed amendments to legislation providing for the introduction of penalties of up to 2 million rubles for microfinance organizations (MFOs) and collectors for intrusive calls or messages to debtors.

Currently, the activities of collectors, in particular their interaction with debtors, are strictly regulated by law, however, the law does not provide for any sanctions for violation by the recoverer of these rules of communication. The Ministry of Justice intends to introduce such responsibility in the Administrative Code of the Russian Federation, Izvestia reports.

The initiative provides for fines for individuals from 50 to 500 thousand rubles, from 100 thousand to 1 million rubles or disqualification for up to one year for officials and up to 2 million for organizations.

The bill was developed after last year's amendments, including restrictions for collectors in dealing with debtors. From February 1, 2024, the debtor has the right not to communicate with the claimants personally and to interact with them by mail, in electronic format, through a notary office or "Public Services".

The Ministry of Justice also proposes to introduce fines for non-compliance by collectors with decisions of executive authorities on limiting ways of interacting with the debtor. Officials will be able to be punished for this in the form of a fine from 50 to 100 thousand rubles or disqualification for up to one year. Organizations will be punished with fines from 200 to 300 thousand rubles.
