EX-HEAD OF ROSKOMSNABBANK DECLARED BANKRUPT
The Arbitration Court of Bashkiria a few days ago declared insolvent the ex-head of the bankrupt Roskomsnabbank, Flur Gallyamov. His assets will be put up for sale as part of the property sale procedure. The resolution on the case (no. A07-21145/2023) is posted on the website of the judicial file.

Gallyamov joined Bashkir Bank as Chairman of the Management Board in 2001. He headed the regional association of credit organizations, and managed to visit the Kurultai (Bashkiria State Assembly).

In July 2023, Rusbankrot already wrote about the initiative received from the Deposit Insurance Agency (DIA). Since 2021, she has been engaged in bankruptcy management in relation to a credit institution. As a result, the court included claims against Gallyamov in the amount of over 153.4 million rubles in the third stage of the register.

The arbitration approved Vyacheslav Boklin, representing the Union of Arbitration Managers "Self-regulating Organization "Delo", as the financial manager in the case of the former chairman of the bank. The next meeting, at which it is planned to consider his report on the procedure, is scheduled for September 2.

Recall that the bank itself lost its license in March 2019. The bankruptcy proceedings of the organization soon began (case no.A07-9566/2019). The regulator considered that Roskomsnabbank violated the law (the so-called "anti-money laundering" law). Deposits of individuals were attracted at high interest rates, and the money itself was transferred to the crowdfunding platform "Golden Reserve".

In 2021, a criminal investigation into fraudulent transactions began in Bashkiria. In the same year, the arbitration recognized the financial institution as insolvent.

In August 2023, the verdict of the appeal (the 18th AAC) became known, which upheld the court's decision, which recovered losses from former top managers and owners of the bank. Together with Gallyamov, his deputies, the former financial director and the head of the lending department eventually turned out to be responsible. 165.9 million were recovered from them, although the initial demand of the DIA was only the recovery of 25.7 million exclusively from Gallyamov.
